The Blue Citizen Compass is one of the central outcomes of the Young Citizens' Council for the Ocean.

It is a collectively developed orientation that defines what it means to be a Blue Citizen — bringing together shared values, responsibilities, policy recommendations, and ideas for institutional participation in ocean governance.

Developed through dialogue, debate, and democratic decision-making, the Compass reflects a youth-led vision of how we can relate to the ocean — not only as an ecosystem, but as a shared political space.
